CJA provides policy consulting and technical assistance to client organizations in the areas of health care policy, planning, program design, implementation, and evaluation.

Cyndy Johnson’s specific areas of expertise include the development of managed care waiver programs for acute and long-term care services, health benefit design, payment and cost sharing methods, managed health care programs and systems, shared risk reimbursement models, children’s health care, behavioral health, and care management and care coordination program models specifically designed to serve the disabled and those duly eligible for Medicare and Medicaid.

CJA also has extensive experience in the area of policy analysis and program evaluation related to government-sponsored, comprehensive health care programs for low and moderate income populations, including Medicaid and CHIP.

Cyndy Johnson has provided assistance to State and Local Social Services, Health, Mental Health, and Developmental Disabilities Agencies and/or Legislative bodies in sixteen (16) states.  Ms. Johnson has also been instrumental in implementing Medicaid reform initiatives throughout the United States.

CJA also has experience in assisting managed care organizations in responding to State and Federal Requests for Proposals (RFPs) including technical expertise in:

Medicaid Managed Care

​

Cyndy Johnson and William C. Johnson, PhD have extensive experience in assisting for-profit and not-for-profit organizations seeking to develop managed care programs, health homes, and other products to serve Medicaid beneficiaries. We have specific experience in working with newly formed provider-sponsored organizations that require technical assistance and advice in identifying opportunities and evaluating the organization’s capacity and capabilities for pursuing those opportunities.

We provide full, turn-key technical assistance including:

Preparation of applications for all categories of Medicaid managed care programs:

  • Mainstream Managed Care (TANF, SCHIP, ABD, etc.)

  • Managed Long-Term Care for specialty populations (e.g., elderly, physically disabled, intellectually and developmentally disabled)

  • Health Home Programs

Proposal development (in states using competitive bid programs and issuing RFPs or RFIs)

 

Once approved, we provide ongoing assistance with the development of additional documents and materials required of Medicaid managed care organizations including:

  • Policy and Procedure Manuals

  • Member materials (e.g., Handbooks)

  • Provider Manuals

  • QM and UM Plans and Work Plans

  • Training Modules

  • Website content

 

We also provide technical assistance in preparing managed care organizations for operational readiness reviews, including document preparation and “mock” site visits.

For organizations operating Medicare products such as I-SNPs or Duals Demonstration programs (MMP plans), we also have experience in writing Model of Care documents for NCQA review, having achieved scores for our clients of 95% and above (70% is passing).

Report Preparation

Our firm also has extensive expertise in writing and editing reports, white papers, and other documents developed by organizations conducting research and policy analysis which culminates in the production of written reports for public distribution.
